એક્સપ્રેસ હાઇ વે પર ટક્કરઃ થોડું મારા તરફથી
છેલ્લાં બે અઠવાડિયાંથી સતત પ્રવાસ અને ચડત કામને લીધે વ્યસ્ત રહ્યો, એ દરમિયાન બર્નાડ કોહનની પોસ્ટનો વિવાદ વકર્યો. http://urvishkothari-gujarati.blogspot.com/2009/09/blog-post_11.html#comments હવે થોડી રાહત મળતાં, એ મુદ્દે થયેલી ગરમાગરમી અને ચર્ચાનાં ધોરણો વિશેની મારી અપેક્ષા વિશે થોડી વાત મૂકું છું.
નીરવભાઇએ લખેલી કમેન્ટનો મુખ્ય મુદ્દો હતોઃ એક્સપ્રેસ હાઇ વે પર ટુ વ્હીલર ન જવા દે/તેને દંડ કરે તે ‘અપાર્થીડ’ કહેવાય. નરેન્દ્રભાઇ (એનવી)એ ‘અપાર્થીડ’ શબ્દના પ્રયોગ સામે વાંધો વ્યક્ત કરતાં લખ્યું: એક્સપ્રેસ રસ્તા પર દ્વિચક્રી વાહનોની પ્રવેશબંધી સ્પષ્ટ શબ્દોમાં જાહેર કરવામાં આવે છે. બીજા દેશોમાં પણ આવું જ હોય છે અને એ દ્વિચક્રી વાહનચાલકોની સલામતી માટે છે.
આટલે સુધી ઠીક હતું.
નીરવભાઇએ ક્યાંય જ્ઞાતિની વાત કરી ન હતી. જોસેફભાઇને તેમણે દલિત લેખક તરીકે ઓળખાવ્યા, એ સાચું જ છે. દલિત સાહિત્યની વ્યાખ્યા છેઃ ‘દલિતો વિશે જે સાહિત્ય લખાય તે.’ ફક્ત હું જ નહીં, ચંદુભાઇ (મહેરિયા) જેવા મિત્રો પણ આ વ્યાખ્યા સ્વીકારે-અપનાવે છે. (આ જ વ્યાખ્યાને અનુસરીને અમે ‘દલિતશક્તિ’નો દલિત સાહિત્ય વિશેષાંક તૈયાર કર્યો હતો.) આ બાબતે જેમને વાંધો પડતો હોય, તેમણે દલિત સમસ્યા વિશે વધારે સમજણ કેળવવી રહી. સભાનતાપૂર્વક વધારે સંવેદનશીલ બનવું રહ્યું અથવા ‘જ્ઞાતિના ભેદભાવમાં માનતો નથી’ એવો દાવો છોડવો રહ્યો.
નીરવભાઇએ સામાન્ય નાગરિકના એક્સપ્રેસ હાઇ વેનો ઉપયોગ કરવાના અધિકારની વાત, અલબત્ત આત્યંતિક રીતે, મૂકી હતી. તેમની સાથે અસંમતિ હોઇ શકે, જેમ નરેન્દ્રભાઇએ વ્યક્ત કરી હતી. ઋતુલે વધારે સજ્જતાપૂર્વક અસંમતિ વ્યક્ત કરતાં લખ્યું કે આ પ્રકારનાં આયોજનોમાં સામાન્ય માણસનો વિચાર કરવાનો મુદ્દો સાચો અને વાજબી છે. નીરવભાઇ સાથે અસંમતિ વ્યક્ત કરતાં તેમણે એક્સપ્રેસ હાઇ વેનો ઉપયોગ કરતી એસ.ટી. બસનું ઉદાહરણ આપ્યું, જેના થકી કાર ન હોય એવા લોકો એક્સપ્રેસ હાઇ વેનો ઉપયોગ કરી શકે છે.
આને ચર્ચા કહેવાય. પરંતુ ચર્ચાના ઉત્સાહમાં બીજું શું થયું?
જય વસાવડાએ નીરવભાઇની વાતને ‘બ્લર્ડ વિઝન ઓફ દલિતોક્રસી’ અને ‘એબ્સર્ડ પીસ ઓફ રબીશ જન્ક’ તરીકે ગણાવી.એક્સપ્રેસ હાઇ વે વિશે એક જ લીટીમાં તેમણે કહી દીઘું કે એ સેફ્ટી, ઇકોનોમી, ટાઇમ અને સાયન્સનો મામલો છે. બસ! એ સિવાયના બધા અભિપ્રાયો હાસ્યાસ્પદ! આખી ચર્ચાને તેમણે ‘ક્રીસ્ટલ ક્લીયર ફેક્ટ વર્સીસ ફૂલીશનેસ’ સમકક્ષ ગણાવી - એ જાણવાની પરવા કર્યા વિના કે ઋતુલ જોશી ‘સેપ્ટ’ જેવી સંસ્થામાં અર્બન પ્લાનિંગ ભણાવે છે અને આ વિષયમાં બધા લોકો કરતાં તેમનો અભ્યાસ અને અધિકાર ઘણાં વધારે છે.
મૂળ મુદ્દો ચાતરીને 'દલિતોક્રસી' જેવું અગડમબગડમ લખવામાં છતી થઇ જતી માનસિકતાનો અંદાજ ભાઇ જય જેવા મિત્રોને રહેવો જોઇએ. તેમની પદ્ધતિથી મુગ્ધ ચાહકો કે સળી કરવા ખાતર સળી કરતા લોકોને દબાવી-દબડાવી શકાય, પણ સરખી અથવા ચડિયાતી બૌદ્ધિક ક્ષમતા ધરાવતા મિત્રો સાથે ચર્ચા ન થઇ શકે.
એક્સપ્રેસ હાઇ વે પર ટુ વ્હીલરના મુદ્દે મને આટલું સમજાયું
૧) એક્સપ્રેસ હાઇ વે પર ટુ વ્હીલરના પ્રવેશની મનાઇ હોય અને ત્યાં પ્રવેશીએ તો દંડ ભરવો જ પડે. તેના વિશે વિરોધ નોંધાવવો હોય તો દંડ ઉઘરાવનારા સામે નહીં, બીજાં યોગ્ય ઠેકાણાંએ નોંધાવવો જોઇએ.
૨) પરદેશમાં એ ફોર (કે વઘુ) વ્હીલર માટે હોય છે, માટે અહીં પણ એમ જ હોવું જરૂરી નથી.
૩) ચર્ચાના હાર્દમાં રહેલો મુદ્દો એ છે કે કોઇ પણ આયોજન કરતી વખતે સામાન્ય માણસની સુવિધાનો તેમાં સમાવેશ કરવાનો પ્રામાણિક પ્રયાસ થાય છે ખરો? કે કમેન્ટ્સમાં થયેલી દલીલો જેવી દલીલો આગળ ધરીને, વિચારવાના લાંબા રસ્તાને બદલે પરંપરાગત ટૂંકો રસ્તો અપનાવી લેવામાં આવે છે?
૪) ઉદાહરણ સાથે વાત કરૂં તો, એક્સપ્રેસ હાઇવે અત્યારે ત્રણ લેનનો છે. ભવિષ્યમાં ચાર લેનનો થાય એવી પણ વાત છે. એ રસ્તા પર, બીઆરટીએસના રૂટની જેમ, અડધો ફુટ-એક ફૂટની, દ્વિચક્રી વાહન ઓળંગી ન શકે એવી પાળી કરીને, દ્વિચક્રી વાહનો માટે અલગ લેન બનાવી શકાય?
ખબર નથી, પણ એ વિશે મગજ ખુલ્લું રાખીને વિચારી તો શકાય જ!
દરેક ચર્ચામાં કે કમેન્ટ્સમાં એકબીજા વિશેના અભિપ્રાયો ફેંકવાને બદલે મૂળ મુદ્દા સાથે સંકળાયેલાં શક્ય એટલાં વઘુ પાસાંની-સંભાવનાઓની-દૃષ્ટિબિંદુઓની મુદ્દાસર ચર્ચા થાય એવો આ પ્રયાસ છે. એ દિશામાં સૌની સહભાગિતાની અપેક્ષા.
તા.ક. : કમેન્ટનો જવાબ કમેન્ટથી આપવાનો સામાન્ય ધારો મેં શરૂઆતથી જ રાખ્યો અને જાળવ્યો છે. આ વખતે ૨૫ કમેન્ટ વિશે કેટલીક મૂળભૂત અને એકંદરે બધી પોસ્ટને લાગુ પડે એવી વાત કરવાની હોવાથી, તે અલગ પોસ્ટ સ્વરૂપે મૂકી છે.
Allowing 2 wheelers on expressway is harmful to them only.
ReplyDeleteAs far as I know there is a reason for not allowing the 2 wheelers on expressway.
The draft generated because speedy heavy vehicles such as bus/truck/SUV can hamper the stability of the 2 wheeler and mayr result into fatal accidents. and most of the indian 2 wheelers are very small capacity say less then 250cc thus they have very light body weight which is not capable of withstanding such heavy forces.
Absolutely correct technical point Kunal! But you know what none over here were discussing that! Many were more interested putting their thoughts (including egoist ones) not facts :( If a truck or bus pass by in adjacent lane at the speed of 70+ km, any bike in the adjacent lane may get jerk and some drivers may loose control. The same reason can outright the idea of having separate lane for two-wheelers unless its little far from car lane.
ReplyDeleteI traveled more than 70000 miles in US and couldnt find any road where two-wheelers are not allowed! But many said its the same rule in US! Neither there is any separate lane at highways for two-wheelers. Anyway its my turn to laugh now. But the above reason is true why its not allowed in India. Due to less capacity bike engines and safety measures considered for two-wheelers in India are different.
Secondly, I would consider Josephsaheb as a sensitive/well-known/honorable writer than 'Dalit writer'. Why do we want to consider someone as dalit. Need to look into our minds. Lets create culture where we know anybody by his capacity/skills than cast. We suffered a lot for hundreds of years due to that, are we looking for to continue it ?? I feel it like making an insult of someone by saying him/her dalit.
Finally, I felt that we need to learn how to have healthy discussion.
I don't understand why we always look at us or for that matter foreign countries. If we have to adopt latest technologies, can't we make indigenous changes suitable according to very basic jest of our country?

ReplyDeleteAs it was very clear since initial, that E-way was not at all the point in your blog but still, I personally believe that it is not wrong to touch on it since it gives us some insite into subject sometimes with new angle,new info too.
But, now I would not like to add anything here as some people do not like my way or argument, thinking and it makes them unconfortable to lable me lacking any logic or Brain!! too...some one has suggested me to contact some psycho, wow kudos and thnx plus I would request him to send me the good one if he knows so agian he do not find any problem with my consulting wrong one!!:D lol..(with a personal request not to take this heartily, as it is injurious to heart)
Still, I donot have any ill feeling to none and all...keep interacting in a nice and healthy manner (Urvish, this is your blog and you have every right to point me, if I am using any wrong wording ever)
